Aggressive constification of Xen internals

Two thorny issues prevent aggressive DCE in conditionals and function calls:

• non-const globals
• virtualised functions (i.e: ops)

There’s many ways to go about trimming the hypervisor. I’d like to get agreement in a technique that enables DCE and gc-sections to gain full visibility of the function call graph.
